Explanation of Vote by Germany on the United Nations General Assembly Third Committee Resolution on the Right to Development, 13 November 2024.

Mr Chair,

Germany aligns itself with the explanation of vote delivered by Hungary on behalf of the EU.
Germany expresses its appreciation for Cuba’s role in leading constructive informal consultations on the draft resolution. While some of our proposals introduced as part of the EU positions were included, several key proposals were not. We are thus not in a position to support this resolution.
Germany has nevertheless opted to move to ABSTAIN in order to underline our willingness to engage constructively on this dossier. While we reiterate that there are many pending questions on both the substance and form of the draft legally binding instrument and without prejudging our position, Germany is ready to seek room for compromise to ensure that any future instrument may find consensus and deepen the respect, protection and fulfillment of all human rights.
In Germany’s view, it is vital that we leave no doubt that every individual person must always and everywhere be recognized as rights-holder and that there can be no hierarchization or prioritization of one human right vis-à-vis another. This common understanding of human rights as universal, indivisible, interrelated, and interdependent rights of individual persons as outlined in the Vienna Declaration must also inform any new human rights instrument.
Germany has been and remains a steadfast supporter of the 2030 agenda, the fight to eradicate poverty and efforts to promote sustainable development. Leaving no one behind is the overarching and guiding principle of the 2030 Agenda. It must be considered in all of its 17 SDGs. Over the past years, Germany has furthered the implementation of the Sustainable Development Goals worldwide by adhering to the 0,7 percent goal. Both in the Political Declaration of the SDG-Summit 2023 and in the Pact for the Future we have committed ourselves to accelerating progress towards achieving the goals, including through concrete political steps and mobilizing significant additional financing from all sources.
Germany stands ready to continue the discussions on this important dossier and looks forward to constructive engagement guided by the willingness to seek compromise.
