Thank you, Chair,
Germany aligns itself with the statement delivered by the EU.
We thank the Commission for its sobering briefing and report.
We are deeply concerned by the Commission’s findings on Russia’s repeated and systematic large-scale attacks against Ukraine’s energy infrastructure which have increased in intensity and scope with disastrous effects for a growing number of civilians. As winter approaches, these attacks threaten to further deprive civilians of electricity, heating and other essential services, exacerbating civilian suffering and humanitarian needs.
We are equally very disturbed by the findings on the trafficking and exploitation of foreign nationals for the purpose of serving in Russia’s armed forces. The deception, coercion and exploitation for the purpose of forced recruitment into the Russian armed forces demonstrate that Russia’s war of aggression extends far beyond Ukraine’s borders, luring people from across the world into the war and affecting vulnerable communities globally.
Russia must immediately end its ongoing, widespread and systematic human rights violations. We are committed to pursuing accountability for Russia’s consistent violations of international human rights and international humanitarian law.
All those responsible must be held accountable.
Germany stands with the people of Ukraine.
Commissioner,
- How can the international community effectively prevent the recruitment and use of foreign nationals in Russia’s war of aggression and how can victims be better protected?
- How can Member States fight impunity and ensure accountability of persons responsible for the recruitment of foreign nationals?
Thank you.
