Distinguished Co-Chairs,

Germany fully aligns itself with the statement delivered by India on behalf of the G4. Allow me to add a few additional points in my national capacity.

Today’s meeting is yet another in a long series of cluster-based discussions. While these exchanges have helped clarify positions, we should be frank: general debates across the five clusters are clearly exhausted.

Our focus should shift to the concrete reform models presented during the past IGNs and use them as building blocks for a consolidated model. Such a model would not prejudge outcomes, but it would provide a practical framework for bridging positions.

The wide-spread demand from Member States for an expansion in both membership categories is evident, as seen in last week’s debates on the priorities of PGA and SG. This must be reflected in any consolidated model that aims to be credible and responsive.

Africa’s absence from the permanent category is a special case and must be addressed as a matter of priority. At the same time, other regions—including Latin America and the Asia-Pacific—remain underrepresented or unrepresented as well.

A reform that aspires to be fair and realistic must include all five regional groups. Expanding only some regions while excluding others would undermine the legitimacy of the process. More voices at the table must mean more voices from all regions.

We are open to discussing arrangements that strengthen cross-regional representation, including modalities that better reflect Small Island Developing States. Such innovations can add value, particularly in the non-permanent category.

However, they cannot substitute for an expansion in the permanent category. To enhance its legitimacy and effectiveness the Council needs new permanent members.

The selection of Council members shall pay due regard to the contribution to the maintenance of international peace and security. More than ever, we need more Council members who are committed to upholding and promoting the rules-based international order.
