German Explanation of Vote on Resolution A/80/L.26 “Advisory Opinion of the International Court of Justice on the Obligations of Israel in relation to the presence and activities of the United Nations, other international organizations and third States in and relation to the Occupied Palestinian Territory”, 12 December 2025.

13.12.2025 - Speech

The statement was delivered by Ambassador Thomas Zahneisen, Deputy Permanent Representative of Germany.

Thank you, Madam Chair.

In line with our longstanding and unwavering commitment to international law and the International Court of Justice, Germany voted in favor of the resolution. This has not been an easy decision for us.

We must again stress the continued and paramount importance of urgent UNRWA reforms. We note the steps already taken, including the ongoing implementation of recommendations by the Independent Review Group. However, let me be clear: these steps do not suffice, more substantial reforms are urgently required, they need to happen now. We will continue to follow this process closely and engage constructively to ensure that neutrality, transparency, and accountability remain at the core of UNRWA’s work.

Let me also highlight, in conclusion, that organizations other than UNRWA have an important role to play in providing assistance to Gaza.
