Thank you, Mr President.

Germany voted in favor of the resolution.

We took this decision after careful consideration and numerous consultations, including at ministerial level, with partners. Some, such as Italy, will also take the floor later for an Explanation of Vote.

We, once again, unequivocally condemn the horrific attacks carried out by Hamas and other terrorist groups on October 7, 2023. Horrific attacks against innocent civilians. These attacks are unjustifiable. We call on the General Assembly to do the same and we would have preferred to see corresponding language in the resolution.

Mr President,

Israel has every right to defend itself against attacks - within the limits of international law.

It is our firm conviction that, in order to improve the situation in Gaza, three things are urgently needed: an immediate return to a ceasefire, the immediate release of the hostages, and the unimpeded flow of humanitarian aid into Gaza.

We are extremely worried about the fate of the hostages who continue to be held by Hamas and other terrorist groups in inhumane conditions. Hamas must release all hostages and lay down its arms — immediately and unconditionally.

There can be no future for Gaza with Hamas, neither in government nor militarily, and Hamas must be held accountable for its crimes. The use of civilian infrastructure for military purposes and any misuse of humanitarian assistance is utterly unacceptable.

But Hamas cannot be defeated by military means alone. What is needed above all is a long-term political plan for the future of Gaza after the war.

We are convinced that the two-State solution is the only realistic path that can allow both Israelis and Palestinians to coexist in peace, security and dignity - and the only path toward lasting peace and stability in the region. Germany fully supports the realization of the right of the Palestinian people to self-determination and their legitimate aspirations to establish their own state. Our approach is to help build the Palestinian state every single day - by developing and strengthening its foundations and future institutions through financial and technical cooperation.

At the same time, Mr President, Germany bears a special responsibility for Israel and for Israel's security. We firmly believe that the vision of an independent, democratic, and viable Palestinian state can only be achieved through negotiations.

Germany is working actively and constructively with the international community toward this goal.
