I thank all the briefers and panelists for their insightful remarks today.
In my national capacity, I would like to make the following remarks:
We recognize that the immediate containment of gang-related violence must be the top priority.
The deteriorating security situation in Haiti poses a grave threat to the civilian population and undermines all efforts toward stabilization and development.
In this context, Germany strongly supports the Multinational Security Support Mission, led by Kenya, and has contributed approximately 10 million USD for its deployment.
In addition, Germany has provided First Aid Kits to the MSS and extensive humanitarian aid through various multilateral programs.
We encourage all partners to work together in order to scale up the international support for the MSS or related operations.
At the same time, Germany remains committed to addressing the root causes of insecurity and fragility through long-term peacebuilding.
A key area of our engagement is the fight against the illicit proliferation of small arms and light weapons, which fuels violence and instability in Haiti and the wider Caribbean.
To this end, Germany has invested over 4 million USD in support of the Caribbean Firearms Roadmap, which has been agreed upon by CARICOM and the Dominican Republic in 2020.
This contribution strengthens regional cooperation, enhances arms control and border management capacities.
Germany also contributes to the UN’s Disarmament, Demobilization and Reintegration efforts in Haiti. This includes primarily technical and policy support to design, plan and implement DDR processes.
Through the approach of Community Violence Reduction, these projects seek to disarm and demobilize former combatants and gang members.
We need to create pathways to reintegrate into society, rebuild livelihoods, and prevent cycles of violence.
Allow me to stress the importance of Haitian leadership and inclusive national dialogue in all peacebuilding efforts.
We call on all political actors in Haiti to be ready to compromise and work together for the preparation the constitutional referendum and the organization of elections.
Germany remains a reliable partner to Haiti: We stand ready to deepen our cooperation for peace, resilience, and sustainable development.
