Statement of Germany in the Interactive Dialogue with the Chair of the Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and in Israel, 30 October 2024

Germany aligns itself with the EU Statement.
Germany respects the independence of UN investigative mechanisms, but we remain critical of the open-ended nature of the mandate of the CoI.
We believe, all efforts now need to be directed towards a humanitarian ceasefire and the immediate and unconditional release of all hostages.
In an armed conflict, all parties are bound by international humanitarian law. In exercising its right to defend itself, Israel’s actions must respect international law and human rights law, inter alia the obligation to allow for humanitarian assistance.
We stand in solidarity with Israel, but as occupying power, Israel has a responsibility to ensure accountability for all acts of violence in the Occupied Palestinian Territories.
In Germany’s view, the only way to end the occupation and the conflict is through negotiations, which do justice to the legitimate Israeli security concerns and the right of the Palestinian people to their own state.
