Explanation of Vote by Germany on the United Nations General Assembly Resolution “Eradicating colonialism in all its forms and manifestations”, 17 October 2024.

Thank you, Madam Chair.
Germany abstained on the resolution entitled “Eradicating colonialism in all its forms and manifestations”.

In the foregone era of colonialism, Germany was among the countries that caused enormous suffering in various parts of the world. We recognize our historical responsibility.
Public awareness in Germany about the numerous crimes and atrocities committed during the colonial era and their repercussions has increased in recent years and has resulted in concrete policies.
For example, on the basis of our strong and cordial relations, Germany and Namibia entered into a political dialogue with the aim of addressing the atrocities against the Ovaherero and Nama communities committed by German colonial troops from 1904 to 1908 that have to be called genocide. And in his visit to Tanzania last year, Federal President Frank-Walter Steinmeier asked for forgiveness for German colonial crimes committed.
German Museums are researching the provenance of their artefacts, some of which have been returned to their countries of origin in consultation with the affected communities. Thanks to the initiative of civil society organizations more and more local authorities in Germany have taken decision to rename streets bearing the name of colonialists.
While addressing the colonial past, it is essential for us to do so in dialogue with governments, societies and diaspora of former colonies. Discussing and listening to each other is the only way to cultivate authentic partnerships and to overcome the colonial legacy.
It is against this background, that we regret that we were not able to support this resolution which addresses many important matters of decolonization. We have doubts regarding the credibility of the intentions of in particular one of the sponsors of this resolution. Moreover, the process of the sponsors was not transparent. We would have very much welcomed if all member states had been involved in a consultative process at an earlier stage, given the importance of this matter for the whole UN membership.
Madam Chair, therefore, we cannot consider this endeavor an inclusive and fully credible contribution to addressing the legacy of colonialism. Nevertheless, we would like to reaffirm that we support major parts of the substance of this resolution.
