Today the Security Council has voted on a purely humanitarian issue: securing cross-border assistance to millions of people in northwest Syria.

As co-penholders we have worked hard to draft a resolution that encompasses the needs on the ground and implements the calls of the Secretary General. We have taken into account the voices of those who work daily on the ground in Syria caring for men, women, and children in dire need of aid.

The vast majority of this Council agrees with this approach. We deeply regret that due to the veto of two permanent members it was not possible to extend this important life-line today.

This blockage however does not diminish our resolve. As co-penholders our aim remains the same: to alleviate the suffering of those in need.

In the coming hours and days, we will keep on working to this end and call on all Security Council members to uphold their responsibility as members of this body. The Syrian people are counting on us.
