There are more than 4 million people in need of cross-border assistance in Syria. Today the Security Council has failed them. This is a sad day for the Syrian people.

For weeks the co-penholders conducted thorough and transparent negotiations, taking into account the diverse voices of this Council and came to a balanced proposal.

Our proposal is not based on politics, but on the real humanitarian needs of the Syrian people.

Our efforts were only guided by the UN’s priorities for humanitarian action and by the need on the ground for critical humanitarian access.

We will keep on working to this end and call on all Security Council members to uphold their responsibility and to take action.

The Syrian people are counting on us.
