German statement during the United Nations Security Council Open Debate on promoting international peace and security through multilateralism and peaceful settlement of disputes, 22 July 2025.

Mr. President,
Germany wishes to thank the Pakistan Presidency of the Security Council for convening this timely debate. We commend this initiative to place renewed focus on multilateralism and the peaceful settlement of disputes - principles enshrined in the UN Charter - and strongly reaffirmed in last year’s “Pact for the Future”.
Further, Germany aligns itself with the statement delivered by the European Union. I would like to add a few remarks in national capacity.
Mr. President,
The world faces an alarming rise in unresolved disputes, protracted conflicts, and humanitarian crises. While mechanisms for pacific settlement —diplomacy, mediation, arbitration, and adjudication— are well established in Chapter VI of the UN Charter, they, unfortunately, remain too often underused, undervalued, and underfunded.
As has been highlighted by many delegations today, we must change this trajectory.
Germany wishes to highlight three priorities in this regard:
First, on prevention.
We strongly believe that conflict prevention is a strategic investment. It saves lives, avoids human suffering, safeguards resources, and preserves development gains. It must be at the core of the Council’s actions.
We believe, that it is imperative that the Security Council addresses “conflicts in the making” early and with determination, particularly in the face of aggravating factors such as climate change. This commitment to early action also guides our foreign policy and it shapes our actions in the United Nations, including, if elected, in the Council in 2027–28.
Second, we must follow up on our collective commitments.
This entails a forceful implementation of the Peacebuilding Actions of the Pact for the Future. We support strengthening the Peacebuilding Commission and Peacebuilding Fund as key platforms for preventive engagement. And we have to follow up on our commitment to develop national prevention strategies.
We commend Member States that have already presented national prevention strategies, and we encourage further sharing of best practices. Finally, we must make the necessary investments in the development and use of early warning systems with the United Nations at its core. In that regard, Germany actively supported the development of the first UN Global Risk Report that was launched a few weeks ago.
Third, the importance of partnerships.
It is our conviction that effective dispute resolution requires strong partnerships, especially at regional level.We commend the important work of the African Union, ECOWAS, and other regional organizations and encourage the Council to intensify regional partnerships in the field of dispute resolution.
We further believe that mediator networks such as PanWise and FemWise can play a critical role in this field and should be included in the Council’s deliberations. Germany is a strong supporter of these networks as well as of the UN Mediation Support Unit. We will continue to fund initiatives that enable regionally anchored solutions to the settlement of disputes.
In conclusion, Mr President,I want to thank you again for this important initiative.
We hope the Pakistan will continue to be strong voice during your tenure in the Security Council, for early action and for realizing the full potential of peaceful conflict resolution.
